Student status and rights

A student is a person who enrols in an institution of higher education on the basis of a call for applications and is studying an undergraduate or postgraduate programme of study.

Students have the right to enrol and study under the same conditions as laid down by law, the statutes and the study programme. These include:

• they shall be educated and complete their studies under the conditions in force at the time of enrolment, while progressing regularly,
• may repeat a year of study or change their programme of study or course of study once during the period of their studies on the grounds of failure to fulfil the requirements of a previous course of study or programme of study,
• may follow several study programmes (parallel courses), interdisciplinary study programmes or individual study programmes offered by one or more higher education institutions,
• may progress and complete their studies in a shorter period of time than provided for in the study programme.

Student status is valid for one academic year, from 1 October to 30 September.

Other rights
Students, whether studying full-time or part-time, have the right to health care and other benefits and rights (e.g. meals, transport, scholarships) in accordance with specific regulations, provided that:

• they are not in an employment relationship; or
• are not engaged in an independent registered activity,
• they are not registered as unemployed with the competent authority; or
• they are not managers of companies or directors of private establishments.

Students have the right to participate in the work and management of higher education institutions through their representatives.

Retention of student status until September 30, 2022 after discharge due to transcript 
A student who changes a study program maintains his student status until September 30, 2022.
The new thing, which applies from the academic year 2021/22 onwards, is that if a student withdraws from a study program because he wants to enroll in a new study program before the end of the academic year, he will retain his student status until the end of the academic year - that is, up to 30 .September 2022.

Subsidised food

All students can benefit from government food subsidies. You eat meals at the restaurants participating in the programme. Each month you are granted the same number of subsidies, as there are working days in that particular month (around 20). You can use them between 7 am and 10 pm and you can use up to 2 subsidies a day, however, at least 4 hours have to pass between the two meals. 

To use the benefits, you should register with the system. When paying for your meal, you can claim your subsidy. You can use your phone (making a telephone call), developed app, or a card.

Some Subsidized Student Meals offices will allow early enrollment in the Subsidized Student Meals system for the academic year 202 3 /202 4 as early as September. More about that.

Student work

Student work is temporary work for students; it is one of the flexible forms of work specifically for young people who are in education and want to join the labour market, both for financial reasons and to gain work experience and competences.

Student work can be carried out by:

•  high school students in the Republic of Slovenia and have reached the age of 15,
•  university student in the Republic of Slovenia,
•  persons with the status of adult learner, who are under 26 years of age and who are studying in publicly valid programmes of primary, vocational, secondary and higher vocational education,
• pupils and students who are citizens of the Republic of Slovenia and who have the status of pupils or students abroad (as evidenced by a certificate of enrolment issued in accordance with the regulations of the country of the foreign school),
• persons who have completed secondary school in the current school year and will (by virtue of enrolment in a higher education institution) acquire student status at the start of the new school year,
•  students from foreign universities who are studying in the Republic of Slovenia as part of international exchange programmes.
